As detailed in the announcement of the RFP, in order to become the Official Express and Ground Delivery Services Provider for the City of New York, the winning company will have to perform three key roles: “1. Provide exclusive shipping services for all qualified City agencies; 2. Champion small businesses, offering incentives to all small businesses that register with an utilize the services of the NYC Business solutions, the assistance program of the New York City Department of Small Business Services (SBS); 3. Become a key marketing partner with the City. The winning bidder will gain exclusive rights to promote itself as the City’s official partner for express and ground delivery.”

Not necessarily for the faint of heart or for those who lack deep pockets, the City expects the winning partner to make a multi-million dollar offer and to develop an ongoing incentive program to help small businesses through NYC Business Solutions, the direct assistance program of SBS.

What’s in it for the winner? The service provider will be able to take advantage of some City assets that seek to connect with businesses and consumers and will get the chance to grow its own business an promote customer loyalty through such events as helping to create “NYC Entrepreneur Week.”


Responses to the City’s RFP are due by May 26. The City’s Evaluation Committee will evaluate all qualified proposals. Final selection is expected to be made in mid-December.
