The Oakland International Container Terminal has handled some 2,500 truck turns per day. The goal of extended hours at the terminal is to increase these turns by 15%. The hours run from 6:30pm to 2:30 am and are to be used for export only.

With the great number and variety of vessels calling at the Port and requiring a wide variety of services, the test is deemed to be a fair one for the experimental project. Results are monitored weekly to determine if target volumes are being reached. The fourth busiest container port in the U.S., $30 billion worth of gods move through it each year.
