With demand for trucks outstripping available capacity, coupled with chronic driver shortages and the effects of the still-in-flux Hours of Service rules, the market for transportation has shifted from shippers to carriers.

Carriers in many instances have been able to increase rates and even use those increases as leverage to shed undesirable freight and contract terms. Mode shifting has reversed some of the trends of previous years as shippers moved multi-stop truckload shipments back to the more expensive less-than-truckload (LTL). As a result, shippers need to be very active in the freight marketplace to ensure capacity and service, even if there is precious little they can do about price.
